This bolt allows you to mount your fender directly underneath the fork crown.  The eye-bolt hooks over you front brake bolt and extends out the bottom of the fork crown. No need for the typical "L" bracket.  It the rubber washer helps to dampen any vibrations and keep your fender from rattling.
