Made in Canada, eh.  Arkel Kargo large Pannier is constructed from 100% recycled polyethylene and 600 deniers polyester Earthwhile fabric?  Yes, it is.  Mounts with aluminum hooks to your rack.  Easy front loading with zippered pockets and mesh.  You could even use it like a suitcase.  Reflective strips are on the sides and front.  The mounting hardware is not as fancy as on most of Arkel's bag, but you get a lower price with the same excellent construction.

Capacity:  About 1/3 larger than the small Kargo.  48L - 3000cu. in. per pair.
